I would add that supply chain disruption can also be effected by bad regulation or game theory games in the infrastructure itself. An example of this is that USA railroads are owned by a group of cartels which leads to all sorts of problems (hear about the rail union strikes recently?). Another example could also be a lack of investment in infrastructure generally.
One interesting example is the jones act, which makes it so internal shipping in the USA must be done on USA cargo ships. This sounds fine, until you hear the implications
